For a one-off repair \u2014 a socket, a leak, a paint job \u2014 an independent tradesperson is all you need, with no paperwork involved. As soon as work touches a building’s structure or extends its footprint, the law requires a permit issued by the district or municipal council, and hiring a registered contractor becomes compulsory once the contract value passes 1 million rupees excluding VAT. Between those two points, the right person to call depends entirely on the size of the job, not on personal preference.<\/p>\n

What actually decides who you call<\/h2>\n

Three thresholds shape the whole decision: whether the work counts as maintenance or as a structural change, whether it crosses the 1-million-rupee (excluding VAT) mark per contract, and whether it affects the building’s structure or footprint at all. Below those thresholds, a qualified tradesperson handles the job directly. Above them, a permit and registered professionals enter the picture, along with timelines and checks worth planning for before signing any quote.<\/p>\n

The Building and Land Use Permit: when it becomes compulsory<\/h2>\n

The Building and Land Use Permit (BLUP), issued by the district council or municipality covering the property, is required for any construction, extension, demolition, or structural alteration or repair to an existing building, as well as for any change of use or excavation works, according to the District Council of Flacq’s planning department. Minor works with no structural impact \u2014 painting, finishes, equipment replacement \u2014 generally fall under “exempt development”, which does not require a permit; the relevant district council confirms that classification on request before work starts.<\/p>\n

Applications are filed online through the national e-licensing platform. The Mauritius Chamber of Commerce and Industry (MCCI) states a standard processing window of 3 to 15 days for a BLUP application \u2014 a useful administrative benchmark, not a guarantee on complex or incomplete files. Once construction is finished, an Occupation Certificate must be obtained separately, under section 120C of the Local Government Act 2018, also through the national e-licensing system.<\/p>\n

If the project touches the existing electrical network \u2014 an extension, a meter move, a new installation \u2014 the Central Electricity Board (CEB) is brought into the permit review and commits to responding to the district council within 5 working days, once scaled architectural drawings (site plan, block plan, elevations, sections) are submitted.<\/p>\n

Architect, engineer, quantity surveyor: who designs and gets the project approved<\/h2>\n

To put together a permit application and design an extension or new build, the architect prepares the drawings and steers the BLUP application; architects are represented by the Mauritius Association of Architects (MAA). Once the structure is involved \u2014 foundations, slabs, load-bearing elements \u2014 a Registered Professional Engineer must sign off on the calculations; the protected title “RPEM” can be checked on the public directory kept by the Council of Registered Professional Engineers (CRPE), which lists every engineer by name, registration number and discipline. The quantity surveyor prices the project item by item \u2014 turning a vague estimate into a budget you can actually verify.<\/p>\n

The registered contractor: the 1-million-rupee line that changes everything<\/h2>\n

The sector’s regulator, the Construction Industry Authority (CIA, formerly CIDB), keeps the official register of contractors, consultants, service providers and suppliers in the construction industry. Under the CIA’s published registration criteria, every construction contract requires the contractor to be registered \u2014 except for the “micro-contractor” exemption: a Mauritian citizen working alone, or a firm at least 50% owned by a Mauritian citizen, stays exempt from registration for contracts valued under 1 million rupees excluding VAT. Above that threshold, the contractor must be registered in one of four classes of works (building, civil engineering, mechanical-electrical-plumbing, or specific works) and graded (Small, Medium I, Medium II, Large) according to the contract value ceiling that matches.<\/p>\n

Checking that status before signing takes a few minutes and avoids a site grinding to a halt mid-project over an unregistered contractor \u2014 the kind of administrative snag that delays everything downstream, from the CEB connection to the Occupation Certificate.<\/p>\n

The independent tradesperson: for smaller jobs, no middleman needed<\/h2>\n

Below the permit and registration thresholds, a qualified tradesperson \u2014 plumber, mason, painter, carpenter \u2014 can be hired directly, with no paperwork. One notable exception is electrical work: for any connection or installation, the CEB requires wiring to be carried out by a qualified electrician, certified at a minimum of Level 4 of the national qualifications framework (Mauritius Qualification Authority) for three-phase installations, before any connection to the grid. There is no equivalent national register for other trades \u2014 verification comes down to references, site insurance, and a detailed written quote.<\/p>\n

A repair or a refresh<\/h3>\n

Paint, a kitchen, a bathroom, replacing equipment: call the relevant tradesperson directly. A permit isn’t needed in most cases, though it’s worth confirming “exempt development” status if there’s any doubt about the real scope of the job.<\/p>\n

An extension or a renovation touching the structure<\/h3>\n

Adding a room, raising a roofline, altering a load-bearing wall: the BLUP becomes compulsory, an architect puts the application together, a Registered Professional Engineer validates the calculations if the structure is involved, and the contractor must be registered once the contract passes 1 million rupees. This is the most common scenario for a villa or a townhouse<\/a> renovated after purchase.<\/p>\n

A new build or a full structural project<\/h3>\n
