Beau Plan is a new town going up on former sugar cane fields in Pamplemousses, in northern Mauritius. Living there means a newly built neighbourhood with a supermarket, bank, pharmacy and school close by, less than twenty minutes from Port Louis, but without the sea within walking distance. The project is led by Novaterra (Terra group) and is not finished.<\/p>\n

Beau Plan at a glance<\/h2>\n

Novaterra, the property arm of the Terra group, says it has been established in the area since 1838; the group owns more than 7,000 hectares of land in the north of the country. Arup, the engineering consultancy that worked on the project, gives its scale: more than 230 hectares, more than 1,750 homes, 540,000 m\u00b2 of offices and about 10,200 direct jobs once the town is complete. Beau Plan Development Ltd appears on the EDB list of projects holding a Smart City Certificate. This is a long build-out, and only part of it is lived in today. Where Beau Plan is and what the commute looks like<\/h2>\n

Novaterra puts the district five minutes from the Terre Rouge\u2013Verdun link road and less than twenty minutes from the capital. For someone working in Port Louis or joining the northern motorway, the location is practical. To reach the beaches of the north coast you will need a car: Beau Plan is an inland district, not a seaside village like those described in our guide to the north of the island<\/a> or in the neighbourhoods of Grand Baie<\/a>.<\/p>\n

Daily life: shops, sport and school<\/h2>\n

The heart of the district is the Mahogany Shopping Promenade, where Intermart, Decathlon, Attitude and Investec have opened. Residents of Mango Village find a bank, a pharmacy, a supermarket and a wine shop there. The district also offers padel and horse riding at Mon Rocher, plus yoga, a gym and cycling routes in the residential park.<\/p>\n

Where to live: Mango Village and other options<\/h2>\n

The most visible residential programme is Mango Village, built in three phases. The third, presented on 12 November 2024, has 33 homes: six duplexes, eighteen three-bedroom apartments and nine two-bedroom apartments. They are laid out in a semicircle, all facing north, around a communal garden, a shared pool, a gazebo and a mango orchard. Deliveries of the second phase began in August 2024. The developer also lists Mon Rocher and plots of agricultural land at Pointe aux Piments among its offers.<\/p>\n

What Beau Plan does not offer<\/h2>\n

Three limits to weigh before settling here. The sea is not within walking distance. Part of the project is still to be built, with the building-site disruption and the uncertainty over timing that this implies: the 1,750 homes and 540,000 m\u00b2 of offices are announced capacity, not a description of what exists today. And the social life of a district a few years old does not have the depth of an established village. Buying in Beau Plan as a foreigner<\/h2>\n

The Smart City certificate applies to the developer: the EDB gives the certificate holder a set of incentives (an eight-year tax holiday on specific activities, recovery of VAT on buildings and infrastructure, no customs duty on infrastructure goods). Those benefits are not the buyer’s. The EDB publishes a separate application form for acquiring residential property in a smart city, which is the entry point for a non-citizen. The USD 375,000 threshold that the EDB cites for the IRS, the RES and the PDS should not be assumed to apply here; have it confirmed by the notary and the developer before signing. Nearby: L’Aventure du Sucre and the Pamplemousses garden<\/h2>\n

Beau Plan is home to L’Aventure du Sucre, a museum housed in the former sugar factory: ten themed areas, a restaurant (Le Fangourin) and a shop. It is open Monday to Saturday, public holidays included, from 10 am to 4 pm; entry costs Rs 1,200 for an adult and Rs 600 for a child aged 6 to 13, and is free under 6. The neighbouring Sir Seewoosagur Ramgoolam Botanic Garden is open every day from 8.30 am to 5.30 pm. Entry is Rs 300 for a foreign visitor aged 5 and over, and Rs 25 for someone holding a residence permit, as for a Mauritian. These are the prices shown on the official sites and may change.<\/p>\n

Who Beau Plan suits<\/h2>\n

The district suits a family or a working professional who wants a recent home, services within reach and quick access to Port Louis, and who accepts driving to the beach.
