Cascavelle is a neighbourhood still being built, so expect roadworks, a busy junction and the feel of a new town rather than a village. What you get in return is everything Albion or Black River lack: a shopping mall, a private hospital, schools, a university campus and offices, all within a few minutes. Cascavelle and Medine make up the core of the Medine Group’s Smart City, between Flic en Flac and Tamarin, on the driest coast of the island.<\/p>\n
The area belongs to Medine, the group that owns much of the west’s land. It is developing the area under a master plan dating from 2005 and markets it as “The West”. Our guide to Mauritius’s Smart Cities<\/a> lists the project as Uniciti (Medine), in the Flic en Flac sector.<\/p>\n Nothing here grew out of a fishing village. The neighbourhoods were drawn up in advance, with tree-lined avenues, pedestrian and cycling paths and a 15-hectare park planned at Magenta. The downside is that until every plot is built, you live next to building sites and the place has little history. If you want Creole lanes and an old village, this is not it.<\/p>\n The Mauritius Meteorological Services use the Medine station as their reference for the west. Its 1971-2000 averages show about 780 mm of rain a year, against nearly 2,000 mm at the Centre station (Vacoas). From July to October, between 12 and 17 mm falls each month; the wettest month, February, reaches about 182 mm.<\/p>\n Temperatures differ too. The mean maximum is 30.4\u00b0C in January at Medine against 27.6\u00b0C in the Centre, and 25.8\u00b0C in July against 21.8\u00b0C. Winters are mild and dry, summers hot, so a villa that catches the afternoon sun needs air conditioning. Medine reports an extension officially opened in December 2025, bringing the mall to about 27,100 m\u00b2 and 128 shops, open seven days a week. It is the shopping stop for the whole area, Albion included, which has no supermarket or shopping arcade of its own.<\/p>\n Cascavelle Business Park offers offices from 50 to 1,000 m\u00b2. Medine quotes 20 minutes to Ebene, 30 to Port Louis and 35 to the airport, though real times depend on when you drive. You will need a car for most trips, even if the Smart City’s neighbourhoods are designed for walking and cycling within their boundaries. Medine also points to the East-West Connector as an access road that improves links to its developments.<\/p>\n Artemis Cascavelle Hospital, on Black River Road, officially opened in May 2026. It has 110 beds and describes itself as the first private tertiary care hospital in the Black River district. Its listed specialties include internal medicine, cardiology, neurology and gastroenterology.<\/p>\n The hospital’s page does not describe its emergency service, so call before treating proximity as a buying criterion. Still, for families with young children or people who need regular follow-up, a hospital of this size a few minutes away is a real change. Medine presents it as the first of its kind in the district.<\/p>\n Medine groups the area’s schools under the Uniciti International Education Hub. They include L’Ile aux Enfants (a Montessori approach from nursery to pre-primary), the English-medium Westcoast International School and the \u00c9cole de l’Ouest, a primary school following the French curriculum and the teaching principles of \u00c9cole du Centre.<\/p>\n Westcoast International School, founded in 2014, calls itself the only English-medium school on the west coast. It teaches the Cambridge Lower Secondary curriculum in Forms 1 to 3 and the IGCSE in Forms 4 and 5. It has offered the International Baccalaureate Diploma since January 2020, with classes capped at 25 pupils.
