For a petrol or diesel car above 550 cc, Customs charges excise duty of 45% to 100% of the vehicle’s value, plus 15% VAT. Only returning Mauritian citizens and holders of a Mauritian Diaspora Certificate get a lighter regime. For a foreigner, the official list of excise concessions has no exemption for a car. A second-hand car also needs an import permit, which you apply for at the Ministry of Commerce before it ships.

What duties apply to an imported car?

The Mauritius Revenue Authority (MRA) sets the rate by engine type and engine size. VAT of 15% is added on top of excise in every case.

Excise duty on passenger cars (up to 10 people including the driver), MRA rates as published in October 2026

Engine size

Petrol or diesel only

Mild hybrid and hybrid

Plug-in hybrid

Up to 550 cc

0%

0%

0%

551 to 1,000 cc

45%

25%

15%

1,001 to 1,600 cc

55%

35%

25%

1,601 to 2,000 cc

75%

55%

35%

Above 2,000 cc

100%

75%

55%

Electric cars are taxed by power rating: 15% excise up to 180 kW and 25% above it, with 15% VAT on top. Motorcycles, pick-ups, vans and lorries have their own rates on the same MRA page.

To put numbers on it, take a 1,600 cc petrol car that Customs values at Rs 1,000,000. Using the method in the MRA’s own worked examples, where VAT is charged on the value plus excise, excise comes to Rs 550,000 and VAT to Rs 232,500, which makes Rs 782,500 in taxes. Freight, insurance and registration are extra.

How does Customs value a second-hand car?

For a used car, the taxable value starts from the FOB value of identical vehicles already imported. Customs takes off 9% for the first month of use and 1% for each month after that, up to a maximum of 50%, and adds insurance and freight. If no such value exists, it starts from the new retail price in the exporting country, taken from a guide it has approved, reduced by 5% and then by the same depreciation. For vehicles from Japan, Customs has an online valuation system that gives the FOB value.

The older the car, the lower the taxable value. That is the only lever on the bill, because the rates in the table do not depend on age.

What are the conditions for importing a second-hand car?

A second-hand car, meaning a used or reconditioned one, can only enter with an import permit. You apply to the Ministry of Commerce and Consumer Protection before the vehicle ships. For passenger cars, including sports cars, crossovers and jeep-type vehicles, the 2017 Control of Imports Regulations set these conditions, among others:

the car is between 18 months and 4 years old from its first registration, on the date of shipment, except for the first vehicle an individual imports;

the consignee named on the bill of lading and the manifest is the applicant;

the car is registered with the National Transport Authority in the importer’s name, unless it comes through an authorised dealer;

it is right-hand drive, in good running condition, with its original chassis and no bull bar;

it was first registered no later than the year after it was built;

it comes with a document from the exporting country’s authority showing it is not stolen, a deregistration certificate and an export certificate or permit.

This text dates from 2017 and has been amended since (a 2026 amendment covers used vehicles imported for display only). Before you buy, have the current conditions confirmed by the Ministry’s Trade Division (tel. +230 460 2500), in particular how far the first-vehicle exception goes.

The right-hand-drive rule rules out cars bought in continental Europe, where the steering wheel is on the left. The realistic source markets are countries that drive on the left, such as the United Kingdom or Japan. For the background, see driving on the left in Mauritius.

Who pays less than the standard rates?

Mauritians coming home to settle

A Mauritian citizen who returns to settle can get a concession on one motor vehicle or motorcycle: excise of 15% on the first Rs 1.5 million of value, the normal rate from the table on anything above that, and 15% VAT on top. For a 1,600 cc petrol car valued at Rs 1,000,000, excise falls to Rs 150,000 instead of Rs 550,000.

The conditions are strict. You must have stayed or worked in Mauritius for no more than 3 years in total during the 10 years before you return. The alternative is to have lived abroad for at least 5 years, spending no more than 150 days in Mauritius over that period, and either working abroad or having stopped work at retirement age. The car you bought abroad must ship to Mauritius in your name within 180 days of your return. It then carries a Customs lien for 4 years: you can be away for no more than 183 days a year, and selling before the end means repaying the excise in proportion to the time left. The family gets one concession only, so a spouse and dependent children cannot claim a second.

Holders of a Mauritian Diaspora Certificate

The holder of a certificate issued under the Mauritian Diaspora Scheme is exempt from excise up to Rs 2 million on a car cleared or imported within 180 days of the certificate being issued, as long as they have not already claimed the returning-citizen concession. The scheme is explained in our article on the Mauritian Diaspora Scheme.

Foreigners settling in Mauritius

The excise concessions list (version of 1 October 2026) names no occupation permit holder, no investor and no retired non-citizen. The exemption for the personal effects of a resident who settles here expressly leaves out motor vehicles, and so does the travellers’ allowance. A foreigner importing a car therefore pays the full rates.

Import or buy locally: how to decide

The answer depends on your profile and the car you have in mind.

You are Mauritian and coming home for good: the concession changes the bill considerably, provided you meet the 180-day deadline and stay in Mauritius for 4 years.

You are a foreigner settling here: nothing exempts you. Work out the bill with the table above before you ship anything, and compare it with a car already cleared in Mauritius, which spares you the permit, the shipping and the clearance. Residence options are covered in the guide to settling in Mauritius.

You are here for a few years, or you have not chosen where to live: your address often decides whether you need a car at all. The transport and car rental options and our test of living without a car in Grand Baie help you decide, and a long-term rental buys you time.

What order should you do things in?

Check whether a lighter regime applies to you (returning citizen, Diaspora Certificate). If not, work out the full rates.

For a second-hand car, apply for the import permit at the Ministry of Commerce before it ships.

Ship the vehicle in your name, with the deregistration and export certificates from the country of origin.

Have the vehicle valued and cleared at Customs’ Motor Vehicle Corridor (tel. +230 202 0500).

Register it with the National Transport Authority and, if you drive on a foreign licence, see exchanging your driving licence.

If you are moving everything, Customs also handles personal effects and the container: see moving to Mauritius with a container.

Sources and verifications

<a
