Guaranteed Rental Return in Mauritius: What a Hotel-Managed Villa’s Promise Is Worth

A guaranteed rent exists only in the contract. What EDB rules say, official 2025 hotel occupancy, and the clauses to check.

No official text sets a guaranteed rent or a minimum yield for a hotel-managed villa in Mauritius. A brochure’s “guaranteed rent” is therefore a contractual promise, and it is worth exactly what the signatory is worth, for the length of time and on the conditions the contract states. In 2025 Mauritian hotels filled 74% of their rooms on average, but a hotel’s results are not the income of each owner.

What the rules say about renting out a hotel-managed property

Two Economic Development Board (EDB) regimes govern how a property bought in a scheme is let. Under the Invest Hotel Scheme (IHS), the regulations require the unit to be available as tourist accommodation, and the IHS company must sign a lease with every owner so that it can manage, operate and market the unit and take bookings. The owner, or someone acting for them, may stay only for a capped period in any 12 months. The consolidated regulations say 45 days and the EDB’s April 2024 guidelines say 180; our Invest Hotel Scheme guide explains the gap.

In PDS, IRS and RES developments, the EDB guidelines say owners let their property through the scheme company or through a property manager the company appoints, and that the company must tell the EDB which provider it has chosen.

These texts settle who lets and who manages. They set no rent, no minimum yield and no guarantee of payment. The EDB’s real estate and hospitality page speaks of a prospect of sharing in the hotel’s returns, not of an income fixed in advance.

Who pays the guaranteed rent, and for how long?

Because the law guarantees nothing, the guarantee exists only in the contract. Three questions measure it before you work out any yield.

  • Who is committing? The scheme company, the hotel operator, a special-purpose company set up for the project and a wider group do not offer the same strength. Ask for the exact name of the signatory and its latest accounts.
  • For how long? A guarantee of two or three years on a property you will hold for twenty says nothing about what follows. Note the date on which the rent becomes variable.
  • On what conditions? A clause can suspend, reduce or cap a guaranteed rent: renovation works, a hotel closure, a change of operator, a late handover. Read those clauses before the headline figure.

The purchase price deserves the same attention. A high guaranteed rent may already be paid for by the buyer, in a price above that of a comparable property without a guarantee. Compare it with property prices in Mauritius and the official price index.

What hotel occupancy tells you about variable income

Once the guaranteed period ends, income follows hotel occupancy to a large extent. Statistics Mauritius measures room occupancy across all licensed hotels in operation: 109 hotels and 14,112 rooms at the end of 2025. The 74% figure for 2025 hides gaps between seasons.

In 2025 the monthly rate ran from 66% in February and March to 82% in November. In the first quarter of 2026 the average was 70%, against 68% a year earlier. The tourist demand behind these figures is covered in our piece on tourist arrivals in Mauritius.

This rate is an average across all hotels, not the result of your own property’s hotel. It says nothing about room rates, the operator’s fees or the share paid to owners: only the contract and the hotel’s accounts show those.

Questions to ask before you sign

  • Is the rent fixed, or calculated on the revenue of the hotel or of a pool of villas? How much does the operator keep?
  • Which costs stay with you: co-ownership charges, maintenance, insurance, replacing furniture?
  • How many nights can you use the property, and at what rate in high season?
  • What happens to the contract if the operator changes, the hotel closes or you sell? Does it pass to the buyer?
  • Which provider is registered with the EDB, and can you change it?

Which investor this kind of contract suits

A leaseback suits a buyer who does not need the property to live in and who is happy to hand management, and some of the nights, to the operator. It suits less well someone who wants long stays or control over who rents. A guaranteed rent reassures for the first years; long-term profitability depends on the full contract and the price paid.
