Beau Bassin, Rose Hill's twin town on the plateau
Beau Bassin and Rose Hill form a single town, Beau Bassin-Rose Hill, which has 91,938 inhabitants in its six constituencies according to the 2022 census by Statistics Mauritius. Life here is urban: busy shopping streets, rush-hour traffic, low-rise buildings and houses with gardens in the residential districts. It is not a holiday setting, and that is what appeals to people who work locally or in Port Louis.
Getting around and living in Beau Bassin
Beau Bassin has its own station on the Metro Express line, between Barkly and Vandermeersch, before Rose Hill Central. The line has linked Port Louis and Rose Hill since January 2020 and now extends towards Quatre Bornes and beyond. Rose Hill Central is also an interchange with the bus. Someone who works in Port Louis can therefore do without a car on weekdays, provided they live within a few minutes' walk of a station; for everything else, a car keeps its usefulness.
For healthcare, the Clinique du Bon Pasteur (private) is in Rose Hill, and the Victoria public hospital is in Candos, in the neighbouring town of Quatre Bornes, which also has several secondary colleges.
The climate is that of the plateau, cooler and more humid than the coast. Mauritius Meteorological Services does not publish a climate summary for Beau Bassin: the Vacoas station represents the Centre region, with average maximums of 27.6 °C in January and 21.8 °C in July (1971–2000 averages) and humidity of 82 to 85% all year round. When you view a home, look at the walls, the cupboards and the ventilation.

Foreign buyers: what you can purchase in Beau Bassin
According to the Economic Development Board, a non-citizen can buy, with its prior authorisation, an apartment in a building of at least two floors above the ground floor, for a price of at least Rs 6 million; this threshold is set by regulation and may change. This purchase does not carry any right of residence: the residence permit is granted from USD 375,000 invested in an eligible programme. For a villa, everything depends on the programme (IRS, RES, PDS, Smart City), and the property's eligibility is confirmed with the notary before any reservation. Our guide PDS, IRS, RES, R+2, Smart City: how to buy explains each scheme.
