Valuing a property in Mauritius relies on three internationally recognised methods — comparison, cost, income — and, at the time of a sale, on an administrative check carried out after the deed is registered. The Government Valuation Department has up to five months to compare the declared price with the open market value, and the Registrar-General’s Department does not raise a notice if the gap stays within Rs 150,000.

The three methods used to value a property in Mauritius

The comparison method looks at recent sales of similar properties in the same area: same type, comparable size, similar condition, nearby location. It is the most widely used approach for a house, an apartment or residential land, because the Mauritian market produces enough comparable transactions in most regions.

The cost method estimates what it would cost to rebuild the property new, minus depreciation. It mainly applies to recent constructions, renovated properties or unusual layouts for which too few comparable sales exist.

The income method applies to properties that generate rent: it capitalises the observed rental income to derive a market value. It is the method used for a property let long-term or seasonally, or for a commercial asset.

A professional valuer usually cross-checks several of these methods rather than relying on a single one, particularly when the property is out of the ordinary — beachfront, a large plot, or mixed use.

Who can carry out a valuation in Mauritius

A real estate agency can give a free, indicative valuation based on prices observed in its own portfolio and on the local market. For a bank loan application, a succession file, a financial report or a dispute with the administration, the requesting institution instead requires a valuation report signed by an independent professional. Mauritius has no dedicated professional order licensing private valuers: the recognised standard on the market is membership of the Royal Institution of Chartered Surveyors (RICS), which sets continuing training and methodology standards for its members, known as Chartered Valuation Surveyors. Several valuation firms based in Mauritius are affiliated with this body.

On the government side, the Valuation Department employs its own valuers for the state’s needs: land duties and taxes, compulsory acquisitions, general rates, rental valuations of property leased by or to the state, and assistance to the courts.

What value does the administration use when a property is sold?

The price declared in the deed of sale is the basis for the duties and taxes owed by the buyer and the seller, detailed in our article on real estate purchase costs in Mauritius. That price is not accepted without verification.

After the deed is registered, the Government Valuation Department checks that the declared value matches the property’s market value at that date. According to the Registrar-General’s Department, the valuer has a maximum of five months to submit a report, and if the property appears undervalued, the Registrar-General can claim additional duty or tax within seven months of registration. The law refers to this official as the Government Valuer, or a valuer designated by the Registrar-General for that purpose.

A threshold protects small margins of appreciation: no notice is issued if the difference between the declared price and the value retained by the administration does not exceed Rs 150,000. A valuation backed by a recognised method, rather than a rough figure, reduces the risk of falling under this check after the fact.

Why a reliable valuation avoids unpleasant surprises

The median prices by city and property type give a useful order of magnitude to position a property, but they do not replace a valuation of the specific property: two villas in the same city can differ sharply depending on exposure, condition, view or proximity to the lagoon.
