Family offices and Mauritius: what the island offers, and where real estate fits
Family offices are leaving Dubai for Mauritius, drawn by a stable, confidential, and structured wealth environment. The island is establishing itself as the new wealth hub for international investors seeking governance, discretion, and high-end real estate solutions.
Mauritius is among the jurisdictions that family offices and wealthy families study when structuring wealth internationally. This is not a trend story: the country offers a stable legal framework, a regulated financial centre and controlled access to property for foreigners. Here is what the island really offers, its limits, and where real estate fits.
Why family offices look at Mauritius
Three points recur in wealth files: the country’s political and institutional stability, a financial centre supervised by the Financial Services Commission (FSC), and the free movement of capital, exchange control having been abolished in 1994. Mauritius also has a network of bilateral tax treaties, whose effect depends on each family member’s country of residence.
These strengths only count when used properly. Whether to set up in Mauritius is assessed family by family, with qualified legal and tax advisers.
A mixed, regulated legal system aligned with international standards
Mauritian law is mixed. The Mauritian Civil Code, of French origin, governs property, contracts and inheritance in particular; procedure and part of commercial law follow English tradition. For a European family, ownership and inheritance concepts feel familiar, but a local notary or lawyer still needs to review each case.
The jurisdiction applies international transparency standards, including the automatic exchange of tax information. Mauritius’s appeal is therefore not secrecy: it is the clarity of a regulated framework.
Substance and governance
A structure set up in Mauritius must have economic reality there: management, decision-making, sometimes offices and staff. Depending on the activity, an FSC licence may be required, and the choice between a company, a trust or a foundation is a matter for specialist advisers. This substance requirement is also a safeguard: it makes the structure credible to the authorities of the countries of residence.
What real estate requires from a family office
Property is often the most tangible part of a move: the family’s residence, an asset to pass on, or a rental investment. For a foreign buyer, it follows precise rules.
- Eligible property: a foreigner buys within authorised schemes (IRS, RES, PDS and Smart City projects) or, under conditions, an apartment in a building of at least two floors above ground level.
- Residence permit: it is attached to a purchase of at least USD 375,000 within these frameworks.
- Source of funds: the notary and the bank check where the money comes from; the file is prepared before signing. The documents required.
- Holding structure: buying in one’s own name or through a company, each option has consequences. Buying through a company: benefits and pitfalls.
- Entry cost: duties and fees come on top of the price. Purchase costs in Mauritius.
On the property side, the high-end market is concentrated in secure estates and residences, and in beachfront villas on the West coast and in the North. See luxury properties.
The role of a local real estate agency
A family office sets the strategy; its legal, tax and banking advisers implement it. The real estate agency works on the property itself: search against the project criteria, access to properties sold discreetly, viewings, preliminary checks, negotiation and coordination with the notary through to the deed.
Westimmo is a real estate agency based in Tamarin since 2018. We provide no wealth management, financial advice or tax advice: we work alongside the professionals who advise the family. Wealth professionals: work with Westimmo.
In short
Mauritius offers family offices a stable, regulated and transparent framework, genuine freedom of capital and controlled access to property. These strengths are verified case by case, with qualified advisers. On the property side, the rule is simple: know the eligible schemes, prepare the source of funds, and choose the holding structure before looking for the property.
